Article X

The Party Headquarters’ Administration Committee (and prefectural Administration Committees for the votes of Party members) shall choose the administrators to count the ballots and the witnesses of the ballot counting as well.
| 2 | The administrators must check all the ballots together with the witnesses. |

| 3 | The manner of ballot counting shall be determined by Party Headquarters’ Administration Committee. The administrators can regulate the number of observers allowed in the counting place for the purpose of maintaining order. |
