Only those on the list of Voters can cast a ballot.
2 | In postal balloting, voters shall cast ballots issued by the prefectural Administration Committees that are printed on reply-paid postcards. |

3 | In this event, voters shall write the candidate’s name in his or her own handwriting, and mail the postcard. |

4 | The Party members’ postal balloting shall be closed one day before the vote of Diet members at the post office designated by each prefectural Administration Committee. |

5 | The postcards sent by Party member voters shall be kept in the post offices designated by the prefectural Administration Committees until ballot counting day. |

6 | If postal balloting or on-site balloting cannot be carried out because of inconvenient transportation (e.g, on islands), or because of unavoidable accidents including national disasters, the said prefectural Administration Committee can determine a different voting method for the voters of those regions. |
